Bill Overview

Analyzed Economic Effects

4 provisions identified: 3 benefits, 0 costs, 1 mixed.

Retirees keep pensions during limited substitute work

From June 30, 2022, through June 30, 2030, covered Missouri school retirees can keep pensions during part-time or temporary substitute teaching. They must work for an employer covered by their retirement system and make no retirement contributions from that work. Disability retirement allowances are excluded. Retirement allowances are not payable for months of regular, full-time work.

Older school bus drivers renew less often

The special short-term license rule for school bus drivers now starts at age 75, rather than age 70. Drivers age 75 or older can receive licenses lasting up to two years; commercial licenses last two years. These drivers take the school bus endorsement exam every two years instead of annually, excluding the pre-trip inspection portion. Applicants age 75 or older also pay no renewal fee when renewing their school bus endorsement.

School workers can reuse recent background checks

School personnel can use recent professional-license checks to meet the employment background-check requirement without repeating them. They must have passed both a criminal background check and a family care safety registry check through that license process. Both checks must have cleared within one year before employment.

Broader background checks protect school students

Missouri districts and charter schools must check covered personnel before student contact and screened volunteers before leaving them alone with students. Unscreened volunteers cannot be alone with students or access student records without supervision. Driver checks also cover school-owned or contracted vehicles used to transport students, not just school buses. Schools check their own drivers; transportation companies check their drivers under the required child-protection framework. Covered drivers can drive while results are pending, and checks include publicly available electronic court information.
