Bill Overview

Analyzed Economic Effects

7 provisions identified: 3 benefits, 3 costs, 1 mixed.

More counties can raise coroner pay

Missouri counties without charter governments can approve coroner pay up to $14,000 a year above the salary schedule. A majority of the county salary commission must approve the increase. This power is no longer limited to second-class counties.

More sheriffs get judge-linked pay

The law extends judge-linked pay to sheriffs in Missouri first-class counties without charter governments. The counties must have more than 150,000 but fewer than 200,000 people. Covered sheriffs’ annual salary equals 80% of the county associate circuit judge’s compensation.

Coroners lose acting sheriff pay authority

The law removes this section’s authority for extra pay when a coroner fills a vacant sheriff’s office. The removed payment covered the difference between sheriff and coroner salaries when the sheriff was no longer receiving pay.

New limits on county salary schedules

Missouri third-class county salary commissions lose authority to add assessed-property-value factors above $300 million to officials’ base salary schedules. This removes one way to raise pay. The effect on each official’s salary depends on the applicable schedule and county decisions.

New public administrators must take salaries

This rule covers public administrators in Missouri second-, third-, and fourth-class counties and the city of St. Louis. Those starting a first term on or after January 1, 2024, must receive a salary instead of fees. Any administrator who chooses, or is treated as choosing, a salary cannot later switch back to fees.

Public administrator pay options and limits

A county salary commission can choose a property-value-based pay schedule for a covered public administrator by majority vote. Once chosen, the commission cannot return to pay based on the average number of open appointment letters. Under the appointment-count method, guardianship and conservatorship for the same person count as two separate letters. That count can place the administrator in a higher pay category.

County auditors gain financial claim access

The law expands audit access in covered Missouri first-class counties without charter governments and in covered second-class counties. When requested, auditors must have access to examine claims that a county officer has a legal duty to safeguard. This adds financial oversight without directly changing household payments.
