3 provisions identified: 0 benefits, 1 costs, 2 mixed.
Missouri fee offices charge $9 for annual vehicle registration or $18 for two years, including renewals and transfers. Trailer registration costs $9 annually, $27 for three years, or $45 for permanent registration, including renewals and transfers. Title applications or transfers and lien notices each cost $9. Instruction permits, nondriver licenses, and driver licenses cost $9 for terms of three years or less; longer terms cost $18. Notary service or electronic transmission costs $2 per processing. Permanent contract offices and full-time or temporary Department of Revenue offices must collect these fees and cannot exceed these amounts. The fees do not apply to dealers acting as agents under the specified dealer laws or authorized to collect and remit sales tax.
The Revenue Director can contract with private or nonprofit groups to run fee offices. Competitive bidding gives priority to qualifying tax-exempt groups under federal sections 501(c)(3), 501(c)(6), and 501(c)(4), excluding civic groups classified as action organizations. Priority favors groups reinvesting at least 75% of net proceeds in Missouri charities, including municipalities, counties, and fire districts. The director cannot award contracts to entities linked to current department employees or former employees within one year after leaving. Links include ownership or service as an officer or board member. People linked to fee-office contractors cannot also be linked to motor vehicle title service agents. After reviewing performance, the director can extend competitively awarded contracts made after September 1, 2009, once, for up to five years beyond expiration. Extensions are optional.
Contract fee-office operators can keep and use the authorized fees they collect; fees at department-run offices become state revenue. Fee offices process vehicle titles and registrations and collect sales and use taxes when required. Operators must have an insurable interest in the plates, licenses, tabs, forms, and other department documents they hold. The state auditor can audit all fee-office records, and accepting audits is a condition of receiving a contract. Confidential records must not reveal information that identifies people. Implementing rules must follow Missouri's administrative rulemaking law. If the rulemaking grant is held unconstitutional, that authority and rules adopted after August 28, 2009, are invalid.
