Bill Overview

Analyzed Economic Effects

5 provisions identified: 4 benefits, 0 costs, 1 mixed.

Memorial applicants gain lower-cost, simpler rules

The highway commission sets bridge and highway designation application fees, capped at the material cost for each sign. Listed memorial requests are exempt from all requirements in the relevant application subsection, not just signature and fee rules. These include fallen law enforcement officers, military members killed in the line of duty, and Missouri Medal of Honor recipients. They also include emergency workers killed while performing job duties and state employees killed while serving the state.

Missouri recognizes 29 historic legacy trails

The law recognizes 29 listed routes as Historic Legacy Trails of Missouri. Subject to approved funding, the Department of Economic Development must check whether each trail already has identifying signs. Where signs are missing, it may work with public and local partners to fund at least two, including one at the beginning. For trails extending outside Missouri, the department decides where to fund signs.

Route 66 commission continues through 2030

The law extends the Missouri Route 66 Centennial Commission's reporting and dissolution deadlines from 2027 to 2030. Its final report is due before June 30, 2030, and it dissolves on June 30, 2030. The law governing the commission terminates December 1, 2030.

Route 66 communities gain signage support

Missouri's transportation department must repair and add Route 66 signs, working with local governments and the Route 66 Centennial Commission. Uniform design guidelines are due January 31, 2026; replacements and new installations must be complete by May 30, 2026. Signs must meet national traffic-control standards and include theft-prevention measures. A dedicated fund keeps unspent balances, and the Centennial Commission Fund can also support sign maintenance and improvements. State money is allowed for suitable highway markings and informational signs, though separate language restricts state funding for supplemental signs. The department may create matching grants for local governments and organizations with specific signage needs; no funding amount is specified.

Freedom 13 plates cost $25 yearly

Eligible Missouri vehicle owners can get personalized plates with The Freedom 13 Organization emblem without an added personalization fee. Owners must apply to the organization each year, pay $25, and provide its authorization plus required registration documents and fees. Apportioned vehicles and commercial vehicles licensed above 24,000 pounds gross weight are excluded. Replacement plates issued without current authorization do not carry the emblem.
