Beginning July 1, 2026, the state gives one teacher unit per approved university class for eligible students. Funding per unit is based on the teacher’s certification. Provisional approvals match local district timing, and universities get the full base student cost plus qualifying weights. The state sends money for transportation, extended school year, teacher units, and supplements straight to the university for IEP‑placed or parent‑placed students. Universities can receive IDEA funds but must pay any costs those funds do not cover. The state also shares each district’s IDEA totals with the university, and the district and university must sign a written agreement on services and money.
Beginning July 1, 2026, state-supported universities and colleges can run special education programs on campus. This applies when at least five Mississippi children under 21 have significant needs that local schools cannot meet. The State Department of Education sets and oversees rules to ensure individualized services and goals. For these students, general education may not be the right setting; the IEP team with the local district decides placement. Only state-supported universities or colleges that agree to provide space and facilities can host these programs.
Beginning July 1, 2026, more professionals can serve as lead teachers in university programs. Speech-language pathologists, educational audiologists, and special or early childhood educators may lead if they meet state instructional licensure. When communication is the main need, an SLP or audiologist may lead if they complete extensive coursework in communication development. Meeting these rules lets universities count these teachers for special education funding.
Beginning July 1, 2026, parents and schools can audio record IEP meetings with 24 hours’ notice to the team. University programs must send a progress report each semester on all IEP goals to the district and parents. The program and the district must meet each year to write the IEP for each student. Students in these programs must follow state requirements, including statewide tests.
