The law provides for one Capitol Complex Improvement District court in Jackson beginning January 1, 2024. Within the district, it handles preliminary matters and criminal cases allowed in municipal courts, including traffic and public-peace violations. People convicted in this court may be held at the Mississippi Department of Corrections’ Central Mississippi facility. Beginning July 1, 2025, Mississippi’s Chief Justice can appoint two full-time judges and one part-time judge. Judges must meet municipal judge qualifications and be qualified Mississippi voters; the Chief Justice sets the part-time judge’s service period. The Administrative Office of Courts must pay the judges and support staff. Each full-time judge’s pay is capped at county court judges’ pay minus $10,000. The part-time judge receives hourly pay for work the full-time judges deem necessary. All collected fines, penalties, fees, and costs go to Jackson’s municipal treasurer or equivalent officer. These district court provisions expire July 1, 2027.
