University of Southern Mississippi can sell or lease land

The law lets the state sell or lease specific University of Southern Mississippi land in Forrest County. DFA handles the sale and, with board approval, follows USM’s sale terms. Any sale price must meet current fair market value, set by two licensed appraisals on average. For leases, USM may negotiate terms with board approval. Leases can last up to 40 years and bind future boards. Deals must support research, innovation, or commercialization, be the highest and best use, and not disrupt USM operations. The State keeps all mineral rights. DFA may take its transaction costs from proceeds, and net proceeds go to a special fund for USM.
