County control over mental health boards

Starting July 1, 2025, participating counties can agree on a different membership for a regional mental health commission. Each county’s board of supervisors must approve the change by resolution; otherwise, each county appoints one member for a four-year term, serving at the board’s will. County chancery clerks and sheriffs, or their deputies, are nonvoting liaisons, and the commission may pay them from available funds. Members must attend new-commissioner orientation and annual training. The Department of Mental Health notifies the appointing board if a member misses training; the board must remove that member unless the department and commission agree to continued service until the next training opportunity.
