Outside customers gain seats on utility boards

Beginning July 1, 2026, municipal utility boards have 3 to 7 members. At least two must be residential customers who get service outside city limits. If more than 20% of customers live outside the city, each affected county may appoint one member, up to two total. Counties have 60 days after the city’s initial appointments to act; if they do not, the city fills those seats. County appointees must meet all qualifications and ethics rules and represent outside customers.

Which water systems the law covers

Beginning July 1, 2026, a community or public water system serves at least 15 service connections or at least 25 regular year-round consumers. A semi-public system has more than one but fewer than 15 connections. The act takes effect July 1, 2026.

Mandatory training for community water boards

Beginning July 1, 2026, if a community water system gets a D or F rating, each board member must complete 8 hours of management training within 2 years or risk removal. The Health Department runs regional, often evening, training. Trainers may charge $75 per member for the 8-hour course and $25 for the 4-hour officer course, plus materials; the system reimburses these costs. Two board officers must get an extra 4 hours within four years, or another trained member may attend in their place. The Department may grant exceptions for good cause.
