Starting July 1, 2026, Mississippi bans agencies from billing other agencies for fees, rent, audits, personnel, or services. Existing exceptions stay, including dealings with public universities and community colleges; federal grants and pass‑throughs the State Fiscal Officer approves; certain IT and telecom pass‑through costs; statewide accounting system and utility charges that officer approves; medical cannabis program work; and charges between Human Services and Child Protection Services. Higher‑ed and K‑12 agencies can still bill for one‑time costs when the State Fiscal Officer says they are nonrecurring. The law adds a narrow new exception for event space. An agency may charge another agency, a public university, or a public community or junior college to rent event space short term. The price is capped at 50% of the agency’s usual rate, and the space must be owned or managed and rented to raise operating money.
