FY2027 operating funds for Archives

The law provides $13,346,758 from the State General Fund and $21,590,242 from special funds to run the Department of Archives and History for July 1, 2026 through June 30, 2027. The Department can also accept grants and donations to help pay operating costs, following state finance rules. Any extra federal funds it accepts and spends cannot increase by more than $1,000,000.

Grants and repairs for historic sites

The law funds preservation across the state in FY2027: $7.5 million for Community Heritage Preservation grants, $2 million for Historic Site Preservation grants, and $2 million for Mississippi Landmark properties. It also provides $750,000 to repair the New Capitol, Old Capitol, Governor’s Mansion, and War Memorial, $417,000 to preserve State Capitol artifacts, and $100,000 for the Beauvoir Shrine. It supports the Statewide Oral History Project with $50,000 and $32,000 for expedited services for Projects Poppy and Atlas. It reuses $17.338 million from prior capital funds, including $13.741 million for repairs/renovations/construction and $3.597 million for the Vicksburg Military Park Interpretive Center; spending is limited to unspent balances as of June 30, 2026 and must keep the same purposes.

Fees and purchasing rules at Archives

The Department charges the maximum cost‑based fees for its services, and fee money goes into its special fund. When bids are tied on price, quality, and service, Mississippi Industries for the Blind gets the purchase; this can also apply to some non‑bid buys. No money in this act is required to pay rent for the State Historical Museum’s museum or public space.

Staffing and pay rules at Archives

The law sets $12,805,965 for pay and benefits in FY2027, including $11,757,879 for salaries and fringe and $1,048,086 to fill vacant jobs. The Department may have up to 158 permanent and 10 time‑limited jobs, including three new positions. Vacancy funds must be used to fill unfilled jobs, not to raise current employees’ pay. Payroll money cannot be moved to other uses, and no salary action is processed if it would push annual payroll costs over the FY2027 budget, except essential new hires. The agency cannot replace lost federal or special salary funds with general funds and must follow IRS Publication 15‑A for contract‑worker tax reporting.
