Tied bids favor Mississippi Industries for the Blind

When two or more bids are equal in price, quality, and service, the agency gives preference to Mississippi Industries for the Blind. The same preference applies for purchases made without competitive bids.

$600,000 grants for engineering and surveying schools

The law sets aside up to $600,000 for grants to ABET-accredited engineering and Board-approved surveying programs at Mississippi colleges and universities. Programs must apply and get Board approval; the Board sets the application and payment rules. The Board must report all awards by August 1, 2027.

FY2027 funding and staffing rules for engineering board

For FY2027 (July 1, 2026–June 30, 2027), the board gets $1,277,547 to run its operations. Personal Services is capped at $471,877: $399,825 for salaries and benefits and $72,052 for Vacancy Funding. The board may have 6 permanent positions, and it cannot move Personal Services money to other uses. Vacancy Funding is only to fill authorized jobs left open at the end of FY2026, may be adjusted if hires occur after February 1, 2026, and cannot be used for promotions, title changes, or other pay increases for current staff. The State Personnel Board stops salary actions that would exceed these limits or raise FY2028 Personal Services needs (except essential new hires), and agencies cannot take on debt beyond their appropriation; officers can be held personally liable for violations.
