Funding and IT upgrades for Foresters Board

The state provides $69,247 for the State Board of Registration for Foresters for July 1, 2026 to June 30, 2027. Of this, $18,626 is set aside to upgrade the licensing database and system. The State Treasurer pays the money on warrants from the State Fiscal Officer, based on proper requisitions. This is a one-time, fiscal-year appropriation.

Preference for Mississippi Industries for the Blind

Starting July 1, 2026, when two or more bids are equal in price, quality, and service, the Board gives preference to Mississippi Industries for the Blind. The same preference applies when the Board buys without competitive bids.

Spending limits and recordkeeping rules

Starting July 1, 2026, the Board must keep full accounting and personnel records like in Fiscal Year 2026. Its FY2028 budget request must match the format and detail used for the FY2027 request to the Joint Legislative Budget Committee. The agency cannot spend or incur debt above this appropriation and must follow Section 27-104-25. Officers who allow overspending can be held personally liable, including on their official bonds.
