Bill Overview

Analyzed Economic Effects

5 provisions identified: 4 benefits, 1 costs, 0 mixed.

Pay and staffing caps at Grand Gulf Commission

For July 1, 2026 to June 30, 2027, the Commission’s total payroll budget is capped at $292,480. Of that, $292,179 is General Funds and $301 is Special Funds. Salaries, wages, and fringe benefits are set at $230,922, with $61,558 reserved as vacancy funding. The Commission may have 7 permanent positions and no time‑limited positions. Payroll funds cannot be moved to other uses, and vacancy money must fill approved vacancies, not fund raises or title changes.

Funding for Grand Gulf park operations

The state provides $363,555 from the General Fund and $575,059 from the Special Fund to run and maintain the Grand Gulf Military Monument. This covers fiscal year July 1, 2026 through June 30, 2027. The money is only for operations and maintenance during that year.

Road and utility repairs at Grand Gulf

The state provides $345,000 from the Capital Expense Fund to repave park roads and $85,000 to repair and replace utilities in fiscal year 2026–2027. The State Treasurer releases these funds. The law also reauthorizes up to $334,802 in prior capital funds for repairs and renovations, limited to unspent balances on June 30, 2026 and for the same purpose.

State vehicles only for official business

State-owned vehicles may be used only for official state business. Personal use is not allowed. This applies to all agencies and all state vehicles.

Tie-bid preference for Mississippi Industries for the Blind

When two or more bids are equal in price, quality, and service, the Commission must choose Mississippi Industries for the Blind. The same preference applies to purchases made without competitive bids.
