The law provides $78,569,033 for the Mississippi State Port Authority at Gulfport for July 1, 2026 through June 30, 2027. It authorizes 39 permanent positions and no time-limited positions. It sets aside $225,000 for overtime, callback, or standby pay. The money supports day-to-day port operations and staff.
When two or more bids are equal in price, quality, and service, the port gives preference to Mississippi Industries for the Blind. The same preference applies when a purchase is made without competitive bids. This helps that supplier win contracts and support workers with disabilities.
The port must spend this money only on activities directly tied to port operations. It cannot use state general funds to replace lost federal or special salary funds. It cannot incur debts beyond the amount appropriated, and officers can be held responsible if they do. The agency must keep accounting and personnel records as in Fiscal Year 2026 and submit its Fiscal Year 2028 budget with the same detail as Fiscal Year 2027. Payments must be made by signed checks under standard state procedures. These rules apply starting July 1, 2026.
