The state provides $9,876,696 to the Pat Harrison Waterway District for July 1, 2026 through June 30, 2027. The district is authorized 39 permanent positions and 0 time-limited positions. The money supports its operations and projects during that year.
The law sets aside $700,000 for park facility repairs, including bath houses and cabins. It also sets aside $480,000 for dam repairs. None of this money may be used for Flint Creek Horse Trail repairs. The district must send a report with photos on completed park repairs to the Legislature by December 1, 2026, and give a copy to the budget committee with next year's budget.
When two or more offers are equal in price, quality, and service, the district must choose Mississippi Industries for the Blind. The same tie-breaker applies for equal purchases made without competitive bids.
Each year by July 15, the district must send a five-year plan to the Legislature. The plan must list priorities, goals, and projected project costs, with a copy to the budget committee in the current year's budget filing. The district must also provide an annual audit to the Legislature and send a copy to the budget committee with its budget.
The district cannot use these general funds to replace federal or special salary funds that are withdrawn. It must keep accounting and personnel records in the same detailed format used in Fiscal Year 2026, and submit its FY2028 budget in the same detail as the FY2027 request. Most approved funds must be placed in an interest-earning state depository at a rate at least 1% below comparable U.S. Treasury bills; the State Fiscal Officer may hold enough cash for current payments. State agencies may not incur obligations above appropriation, and officials who do so can be held personally or on their bonds responsible.
