The district must agree to waive traffic control fees for vehicles with a REZ tag before it can spend this money. If a local government or nonprofit wins the bid for the ESPN Bass Masters Classic or the FLW Major Open, those events skip the lottery, get priority dates, and pay no launch or special event fees. The Catch A Dream Foundation Bass Classic is set for the first Sunday in May, gets lottery exemption and priority for that date, and pays no launch or special event fees. These rules apply beginning July 1, 2026.
The district can staff 99 permanent jobs and 1 time-limited job. It provides $200,000 for overtime, callback, and standby pay. These jobs and funds are available starting July 1, 2026.
When two bids are equal in price, quality, and service, the district gives Mississippi Industries for the Blind the tie-breaker. The same preference applies when the district buys without competitive bids. This rule starts July 1, 2026.
The law gives the Pearl River Valley Water Supply District $28.8 million for Fiscal Year 2027 (July 1, 2026 through June 30, 2027). It funds $400,000 for a spillway gates study, with $200,000 from the Capital Expense Fund. It provides $1.75 million for dredging and lets the district use the Ross Barnett Reservoir Dredging Fund. It also provides $4 million for parks and campgrounds and $4 million to repair Northshore Parkway Causeway and the east side of the Breakers. Money is available starting July 1, 2026.
The district must keep most approved funds on deposit at a state depository and earn interest. The rate must be at least 1 percentage point below the discount rate on U.S. Treasury bills of similar maturity, as set by the State Treasurer. The district cannot use state general funds from this act to replace lost federal or special funds for salaries. These rules take effect July 1, 2026.
