Bid preference for Industries for the Blind

When two or more bids are equal on price, quality, and service, Mississippi Industries for the Blind gets preference. The same rule applies to purchases without competitive bids.

Targets and reporting for utility oversight

The law sets FY2027 targets for utility cases, complaints, and pipeline inspections. Goals include 169 docket cases, 4,600 complaints handled, a 3‑day average to resolve complaints, and 900 pipeline inspections. The Commission must report results in its FY2028 budget request. It must also report how much time it spent on each regulated company in FY2026 by August 1, 2026.

FY2027 funding for Public Service Commission

The Public Service Commission gets $4,868,513 from the State General Fund for FY2027. It also gets $464,494 from its special fund. The money covers operating costs from July 1, 2026, through June 30, 2027, as this law allows.

No funds for consumer advocate unit

No money from Sections 1 and 2 can create or staff a consumer advocacy division at the Commission. The law blocks using those funds to set up or hire for that unit.

Spending limits and contractor tax rules

Funds must be spent only on duties the Commission is legally allowed to perform. The agency must also follow IRS Publication 15‑A for reporting pay to contract workers, as interpreted by the State Auditor.

Staffing and pay caps for Commission

Personal Services is capped at $4,302,673 for FY2027. Salaries and benefits are $3,915,937; vacancy funding is $386,736. The Commission has 54 permanent positions and 0 time‑limited, and cannot move Personal Services money to other budget lines. Vacancy funds can only fill jobs that were empty at the end of FY2026 and cannot fund raises or promotions. The State Personnel Board must publish projected payroll costs and pause salary actions that exceed FY2027 funds, except essential hires. Any escalation needs written DFA approval and proof of new funds. These general funds cannot replace lost federal or special salary funds. If headcount must drop from FY2026 to FY2027, the agency chooses which positions to cut.
