Tight rules on agency pay and staffing

The commission has 9 permanent and 6 time-limited jobs in Fiscal Year 2027. If total headcount drops from 2026 to 2027, the commission chooses which jobs to cut. Payroll is capped at $1,203,151 total ($689,982 General Fund; $513,169 Special Fund), and salary funds cannot be moved to other uses. Pay must follow the State Personnel Board plan, and no one paid from these funds earns below the Board minimum. Vacancy Funding must be used to fill jobs, not for raises; it can be adjusted if positions are filled after March 1, 2026. The Personnel Board publishes projected payroll costs and can stop salary actions that would exceed the 2027 payroll budget, except essential hires. The Board cannot add positions or raise the payroll cap without written approval from the Department of Finance and Administration and proof of new funds. The agency cannot replace lost federal or special salary funds with General Fund money and must follow IRS rules for paying contractors.

2027 funding for conservation commission

The state provides $689,982 from the General Fund for July 1, 2026 to June 30, 2027. It also provides $44,398,969 from the commission’s special fund for the same year. The commission can keep money from selling its equipment, and it must use it only to buy equipment. The commission can receive and spend proceeds from authorized bond sales, following the rules in state law.

One-time $50,000 for Pearl River gauges

The state provides a one-time $50,000 from the Capital Expense Fund. The money supports monitoring, maintenance, and data analysis for three Pearl River gauges. The State Treasurer allocates the funds starting July 1, 2026.

Tie bids favor Industries for the Blind

When bids are equal in price, quality, and service, the commission gives preference to Mississippi Industries for the Blind. The same preference applies when the commission buys without competitive bids, starting July 1, 2026.

Law takes effect July 1, 2026

The law takes effect on July 1, 2026. All parts apply starting that date unless a section states a different date.
