Buying preference for Mississippi Blind Industries

When two or more bids are tied on price, quality, and service, the Yellow Creek Port Authority must give preference to Mississippi Industries for the Blind. The same preference applies when it buys without competitive bids. This makes purchases more likely to go to that group in those cases.

2027 funding for Yellow Creek Port

The state provides $27,094,906 to the Yellow Creek State Inland Port Authority for Fiscal Year 2027 (July 1, 2026–June 30, 2027). The money comes from funds available to the Authority. $15 million is reserved for capital projects. $50,000 is for overtime, callback, or standby pay. The law authorizes 17 permanent positions paid from this appropriation.

Stricter spending and records at Yellow Creek

The Authority must keep full accounting and personnel records like those used in Fiscal Year 2026. It must submit its FY 2028 budget request to the Joint Legislative Budget Committee in the same detailed format. It cannot use state general funds to replace federal or special salary funds if those funds are withdrawn. It cannot spend or incur debts above its appropriation, and officials who do can be held personally liable or on their bonds.
