Wig licensing: old licenses protected

If you held a wig specialist or wig salon license before July 1, 2014, you may keep practicing as before and can get a board registration. The Board does not issue “wigology” licenses and licenses only under cosmetology or barbering law. These policies are required for the Board to spend funds after October 1, 2019.

Paying vendors for board gap

Vendors who did FY2026 work during the period with no appointed Board members can be paid for that work. This covers services from that gap period only.

Oversight, meeting caps, and purchasing

The Board must keep accounting and staff records like FY2026 and report FY2027 results in its FY2028 budget request. The Board may meet no more than 62 days each calendar year. Agencies may not spend or obligate more than their appropriation; officers can be held personally liable. The Board must follow IRS Publication 15‑A on contract pay, as applied by the State Auditor. If total positions drop from FY2026 to FY2027, the agency chooses which jobs to remove. When bids tie on price, quality, and service—or for noncompetitive buys—Mississippi Industries for the Blind gets preference. These rules take effect July 1, 2026.

2026-2027 budget and pay rules

The Board gets $1,806,579 for July 1, 2026 to June 30, 2027. Personal Services is capped at $883,420: $720,078 for pay and benefits, and $163,342 only to fill approved vacancies (not for raises or title changes). Pay must follow the State Personnel Board plan and meet its minimums, and payroll money cannot be moved to other uses. The Board cannot exceed its payroll budget or add positions without finance approval; the Personnel Board can pause salary actions if projections go over. General funds cannot replace lost federal or special salary funds. The appropriation can also pay required IT cloud‑migration charges tied to the Cloud Center of Excellence Act.
