FY2027 funding for the State Fire Academy

The law funds the State Fire Academy for FY2027 (July 1, 2026–June 30, 2027). It provides $7,847,433 from the General Fund and $480,000 from special funds for operations. It also gives $350,000 to refurbish the campus water system and $130,000 to replace vehicles. It reuses up to $100,000 for water system replacement and $75,000 for a specialty rescue truck, limited to unspent balances on June 30, 2026 and the original purposes. These funds start July 1, 2026.

Training targets and buying rules for Academy

The law sets FY2027 training goals: 10,125 students and an average cost of $862.32 per student. The Academy must report progress in its FY2028 budget request. It must keep accounting and personnel records in the same format used in FY2026 and file the FY2028 budget in a similar format. When bids tie on price, quality, and service, the Mississippi Industries for the Blind gets preference; the same applies to some non-bid purchases. These rules start July 1, 2026.

Instructor pay and staffing rules at Academy

The law sets pay and staffing rules for FY2027. It funds $764,595 for the Instructional Pay Plan. Personal Services are capped at $6,080,901, with 62 permanent positions. Of that, $4,844,415 is for pay and benefits, $764,595 for progressions, and $471,891 for vacancy funding. Vacancy funds must fill authorized vacancies and cannot pay for promotions or raises. The Personnel Board will stop salary actions that exceed the FY2027 payroll or raise FY2028 needs, unless DFA approves with new funds. General funds cannot replace lost federal or special salary funds. Contract payments must follow IRS Publication 15-A as interpreted by the State Auditor. These rules start July 1, 2026.
