For FY2027, total pay and benefits are capped at $11,270,042 and 131 permanent positions. Money for salaries and benefits cannot be moved to other uses. $352,733 is set aside only to fill authorized jobs that were vacant at the end of FY2026, not for raises or title changes. The Personnel Board must block pay actions that would exceed the salary budget unless finance officials approve and show extra funds. The agency cannot use state general funds to backfill salaries if federal or special salary funds are withdrawn.
Beginning July 1, 2026, the Commissioner may offer paid internships to qualified juniors or seniors in risk management and insurance, and MBA students. Funds can help pay tuition, books, and related fees. Spots depend on funding and the Department’s selection.
For FY2027, the Department of Insurance gets $13.61 million from the State General Fund and $26.655 million from special funds. It also gets $20,000 to pay National Conference of Insurance Legislators dues. Another $25,000 from the Capital Expense Fund covers fleet vehicle repairs.
Beginning July 1, 2026, the Department of Insurance must track FY2027 goals like licenses issued, cost per license, and inspections. It must report how it met these targets in its FY2028 budget request to lawmakers.
For FY2027, $130,000 goes to the Propane Education and Research Program Fund. The money supports propane research, safety programs, education, and market development.
For FY2027 (July 1, 2026–June 30, 2027), the state funds local fire and first responder programs. Towns and cities get $11.5 million for municipal fire protection. Counties get $11.5 million for volunteer fire departments. Volunteer firefighters get $3 million for length‑of‑service awards. First responders’ health and safety payments get $500,000. The State Fire Marshal gets $250,000 for supplies, smoke alarms, and outreach. The Fire Personnel Standards Board receives $15,079.
Starting July 1, 2026, the Department may move up to $15 million into the Strengthen Mississippi Homes Program Fund, but only if Senate Bill 2406 becomes law. The money can cover program operations and needed staff. All moves must follow state finance and personnel rules.
Starting July 1, 2026, the Department must prefer Mississippi Industries for the Blind when bids tie or when buying without bids. Agencies must follow IRS Publication 15‑A when reporting payments to contract workers. Agencies cannot spend these funds on public grant or project ceremonies unless lawmakers are notified five days before, and signs must say, “Funds were made available for this project by the Mississippi State Legislature.”
