All money the Board collects goes into its special fund, and the interest stays there. The Board keeps accounting and personnel records in the same format as FY2026 and sends its FY2028 budget request in the same format. The Board cannot take on obligations beyond its appropriation, and officers can be held liable if they do.
The appropriation can pay charges for system upgrades or cloud migration under the Cloud Center of Excellence Act. The law does not set a dollar amount for these IT charges.
When two or more bids tie on price, quality, and service, the Board must choose Mississippi Industries for the Blind. The same preference applies to purchases made without competitive bids.
The law gives the Board $219,263 for FY2027 (July 1, 2026–June 30, 2027). Personal Services is capped at $144,610 from Special Funds, and that money cannot be moved to other budget categories. The Board may have 2 permanent positions. Vacancy Funding must be used to fill authorized jobs that were unfilled at the end of FY2026, not for promotions or raises; it may be adjusted if jobs were filled after Feb 1, 2026. The State Personnel Board stops salary actions that would exceed the Personal Services cap, except essential new hires. The Board cannot use General Funds here to replace withdrawn federal or special salary money.
