Bill Overview

Analyzed Economic Effects

5 provisions identified: 3 benefits, 1 costs, 1 mixed.

Technology upgrade costs allowed this year

The Board may use this appropriation to pay state technology charges for approved system upgrades or cloud migration. This covers work under the Cloud Center of Excellence Act in FY2027.

Support for prescription monitoring program

Up to $105,000 may support the Prescription Monitoring Program in FY2027. The Board of Pharmacy can use this money to cover program costs.

More support for nursing workforce

The Office of Nursing Workforce gets $1.56 million for FY2027. The Board of Nursing runs the program. The money supports nursing education and efforts to grow the nurse pipeline in Mississippi.

Stricter reporting for contract workers

Agencies cannot spend this money in ways that break IRS Publication 15‑A rules for reporting income paid to contract workers. The State Auditor’s interpretation guides how to follow this rule.

Funding and job rules for Nursing Board

The law funds the Mississippi Board of Nursing for FY2027 (July 1, 2026–June 30, 2027) with $5,163,413 from special funds. It allows 35 permanent positions. Personal Services totals $2,725,429, with $2,210,212 for salaries and benefits and $515,217 set aside to fill vacancies. Money in Personal Services cannot be moved to other categories. Vacancy funds only pay for hiring to fill approved vacant jobs, not raises or promotions. If more jobs were filled after February 1, 2026, the vacancy set‑aside may be reduced. If planned pay actions would exceed the FY2027 Personal Services budget or raise FY2028 needs, the State Personnel Board stops salary actions, except essential new hires. The law also bans using General Funds in this act to replace lost federal or special salary funds.
