Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

One-year funding for Physical Therapy Board

The law gives the Mississippi State Board of Physical Therapy $408,597 for July 1, 2026 through June 30, 2027. It reserves $38,610 for the licensing system and other technology work. Funds may also pay state IT charges for cloud upgrades under the Cloud Center of Excellence Act. This money supports the Board’s operating costs for that year only.

Purchasing preference and recordkeeping rules

When two or more bids are equal in price, quality, and service, the Board gives preference to Mississippi Industries for the Blind. The same preference applies when purchases are made without competitive bids. The Board must keep accounting and personnel records in the same detail as Fiscal Year 2026 and submit its Fiscal Year 2028 budget request in the Fiscal Year 2027 format.

Staffing and pay rules for the Board

The law sets 3 permanent staff positions for Fiscal Year 2027 and 0 time‑limited positions. It caps Personal Services at $231,487, with $178,338 for salaries and benefits and $53,149 for vacancy funding. Employees must be paid at least the State Personnel Board minimum and follow the Variable Compensation Plan. Personnel actions cannot, when annualized, cost more than the Fiscal Year 2027 Personal Services budget unless new funds are approved. The Department of Finance and Administration will not approve raises or extra headcounts without proof of new money, and vacancy funds are only for filling approved vacancies, not raises or title changes.
