When two or more bids are equal in price, quality, and service, the board gives the purchase to Mississippi Industries for the Blind. The same preference applies when there is no competitive bid. This rule starts July 1, 2026.
The law gives $170,687 in Special Funds to the State Board of Psychology for FY2027 (July 1, 2026–June 30, 2027). It sets $93,714 for salaries and benefits. It also provides $26,000 to support the Mississippi Autism Board’s administration. Funds can pay state IT service charges tied to cloud upgrades. The act takes effect July 1, 2026.
The board must keep accounting and personnel records in the same format and detail used in FY2026. Its FY2028 budget request must match the detail used for FY2027. The board may not spend funds in ways that break IRS rules for reporting contract worker pay, as interpreted by the State Auditor.
The board is authorized one permanent job for FY2027. Salary dollars must stay in the Personal Services line and follow the state pay plan; no pay can fall below the State Personnel Board minimum. The board must keep payroll within the FY2027 appropriation and not grow FY2028 payroll unless lawmakers add programs or positions. The State Personnel Board will publish projected payroll costs and will pause salary actions that would exceed limits, except for essential new hires. Vacancy funds must be used to fill open positions, not for raises or title changes. Any position or pay escalation needs written approval from Finance and Administration and proof of new money. The board cannot use general funds to backfill lost federal or special funds, and if headcount drops from FY2026 to FY2027, the agency chooses which positions to remove.
