2026–2027 funding for Appraiser Board

The law gives $749,462 to the Mississippi Real Estate Appraiser Licensing and Certification Board. The money comes from the Real Estate Appraisal License Fund. It pays the board’s operating costs from July 1, 2026 through June 30, 2027.

Stricter spending and contractor tax rules

The board must follow IRS Publication 15-A when paying contractors with these funds, as interpreted by the State Auditor. The board also must not incur obligations or debt above its appropriation. Responsible officers can be held personally accountable for violations.

Tie bids favor Industries for the Blind

When two or more bids are equal on price, quality, and service, the board gives preference to Mississippi Industries for the Blind. The same preference applies to purchases made without competitive bids.

Pay and hiring limits at Appraiser Board

For Fiscal Year 2027, the board’s Personal Services spending is capped at $506,490, with 5 permanent jobs and 0 time-limited jobs. Those salary funds stay in that category and come from Special Funds. Vacancy Funding can only be used to fill approved vacant jobs from Fiscal Year 2026, not for promotions, title changes, or raises; it can be adjusted if hires were made after February 1, 2026. The State Personnel Board stops any salary action that would exceed the FY2027 cap or raise FY2028 needs, except essential new hires. The agency cannot use general funds in this act to backfill lost federal or special salary money.
