Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

One-year funding for licensing board

The law gives the Board $330,629 from special funds for FY2027 (July 1, 2026 to June 30, 2027). $5,500 of this must upgrade and maintain the Board’s licensing system in the cloud. The money supports the Board’s operating costs for that year.

Purchasing and records rules for the Board

When bids tie on price, quality, and service, the Board prefers Mississippi Industries for the Blind. The same preference applies to purchases without competitive bids. The Board must follow IRS Publication 15-A when paying contract workers, as read by the State Auditor. It keeps accounting and personnel records like FY2026. It sends its FY2028 budget in the same format used for FY2027.

Staff and pay limits at the Board

Personal Services are capped at $203,629 for FY2027. The Board may have 3 permanent positions and 0 time-limited positions. Salary actions that would exceed the cap are put on hold, except essential new hires. The Board cannot spend more than its appropriation, and cannot use state general funds to replace lost federal or special salary funds. Vacancy funds must fill authorized vacancies, not pay raises or title changes.
