Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 2 costs, 0 mixed.

2026-27 funding and pay for Athletic Commission

The law provides $174,704 to run the Mississippi Athletic Commission for FY2027 (July 1, 2026–June 30, 2027). It sets aside $58,259 for pay and benefits and authorizes one permanent job. The Commission Chairman is paid $32,500 a year for recorder duties.

Tighter salary and hiring rules at Commission

Salary actions must stay within the FY2027 pay budget. If actions would push costs over the cap, no salary changes are processed. Essential new hires can still be approved. Vacancy money can only fill jobs that were empty at the end of FY2026 and cannot fund raises or promotions. The agency may choose which positions to cut if total jobs drop from FY2026 to FY2027. Personal Services money cannot be moved to other budget categories. The State Personnel Board must publish projected annual pay costs, and it cannot add positions or increase pay totals without written approval and proof of new funds.

Buying preference for Mississippi Blind Industries

When bids are tied on price, quality, and service—or when buying without bids—the Commission gives preference to Mississippi Industries for the Blind for FY2027 purchases.

Budget guardrails and pay source limits for Commission

The law bars using these general funds to replace lost federal or special salary money. Payroll reporting for contract workers must follow IRS Publication 15-A as interpreted by the State Auditor. Agencies cannot spend or take on debt beyond their appropriation, and officers can be held accountable. The Commission must keep accounting and personnel records like FY2026 and send its FY2028 budget request in the same detailed format.
