Beginning July 1, 2026, the state funds the Office of Capital Post-Conviction Counsel for the FY 2027 budget year. The office gets $2,100,968 from the General Fund and $215,258 from the State Treasury. The money pays for operations and legal work in capital post-conviction cases. Spending limits and recordkeeping for capital counsel

The office must keep full accounting and personnel records like FY 2026, and send its FY 2028 budget request in the FY 2027 format. It cannot use these General Fund dollars to replace federal or special salary money that ends. Agencies cannot spend or owe more than their appropriation, and officers can be held personally or on their official bonds for violations. These rules apply starting July 1, 2026.
