More home loan funds for veterans

For July 1, 2026 through June 30, 2027, the Veterans’ Home Purchase Board gets $84.6 million to run and make new home loans. The money goes into its revolving fund to help veteran homebuyers. The Board may also use up to $10 million from any source for new loans, following Department of Finance and Administration rules.

Hiring and pay rules at veterans board

For July 1, 2026 to June 30, 2027, pay and benefits are capped at $1,430,076, with $1,287,068 for salaries/benefits and $143,008 for vacancy funding. The Board can staff up to 18 permanent positions. Vacancy money must fill jobs that were empty at the end of FY2026, not raises or title changes. The State Personnel Board stops raises or other salary actions that would exceed the FY2027 salary budget or raise FY2028 needs, except essential hires. Salary funds cannot be moved to other budget areas, and general funds cannot replace lost federal or special salary funds.

Tie bids favor Mississippi Industries for the Blind

When two or more bids tie on price, quality, and service, the Board must choose Mississippi Industries for the Blind. The same preference applies to purchases without competitive bids when offers are otherwise equal.

Stricter budget and contractor reporting rules

Agencies cannot spend or incur debts beyond their approved budget. Officers who break this rule can be held personally liable. Payments to contract workers must follow IRS Publication 15-A reporting rules.
