Large special funds for building work

The law reuses large special‑fund balances to continue repair and improvement projects at state sites and campuses in FY 2027. It includes $204,331,969 (Fund 6611330000) and $92,298,552 (Fund 6611300000), plus about $46,427,048 (Fund 6611320000) and smaller amounts such as $239,280 and $3,791,970. The state can only spend what was unspent on June 30, 2026 and must keep the original purposes. The Bureau of Building oversees the work.

Repairs at state buildings and colleges

The law reuses prior capital funds to fix and upgrade state buildings, universities, and community colleges in FY 2027. Work runs from July 1, 2026 to June 30, 2027. Spending cannot exceed each fund’s unspent balance as of June 30, 2026 and must follow the original purposes. Examples include $75 million (Fund 3393100000) and $70 million (Fund 3390300000), $9.07 million and $8.25 million from capital expense funds, $241,974 for Alcorn State’s water plant, and $16,817 for the Law Enforcement Officer’s Training Academy. The Bureau of Building manages the projects.

Bureau can use supplemental funds

Starting July 1, 2026, the Bureau of Building can receive, budget, and spend extra state, local, or other funds for construction and repairs. This lets the state add more money to capital projects when such funding is designated. It does not change project purposes or create new fees.

COVID relief building funds continue

The law reuses COVID‑19 relief funds for ARPA‑eligible construction and related costs in FY 2027. It moves $2,523,912, $34,587,822, and $42,916,982 to the Bureau for eligible projects, including work at Public Safety and Emergency Management. Projects must follow Section 9901 of the American Rescue Plan Act and U.S. Treasury rules. Spending is capped at each fund’s unspent balance as of June 30, 2026.
