Arts Commission 2026–2027 operating funds

The law gives the Mississippi Arts Commission $1,625,312 from the General Fund and $6,249,838 from special funds. Total 2026–2027 operating funds are $7,875,150 for July 1, 2026 through June 30, 2027. The money supports the agency’s programs, grants, and daily operations.

Tie-breaker helps Industries for the Blind

When two or more bids are equal on price, quality, and service, the Arts Commission must prefer Mississippi Industries for the Blind. The same preference applies when buying without competitive bids. This helps the blind-run enterprise win state purchases.

More arts funding for schools

The law sets aside $1,490,000 from the Education Enhancement Fund for arts education in FY2027. It provides $100,000 for teacher training and arts promotion, $350,000 for grants and programs, and $1,040,000 for the Whole Schools Initiative. Funds are available July 1, 2026 through June 30, 2027.

No spending beyond appropriations allowed

State agencies cannot spend more than their legal appropriation. Officers who overspend can be held personally responsible or on their official bonds. All spending must follow Section 27-104-25.

Staffing and pay rules for Arts Commission

For FY2027, Personal Services are capped at $1,117,081 ($999,319 General; $117,762 Special). The law authorizes 11 permanent jobs and 2 time‑limited jobs. Money in this category can only pay salaries, wages, and fringe benefits. Vacancy funds can fill open jobs but cannot fund raises or title changes. Salary actions that would push total pay over the cap are frozen unless an essential hire is approved. The State Personnel Board cannot add positions or raise totals without written approval from the Department of Finance and Administration.

Capital grants for arts spaces

The law keeps the Building Fund for the Arts going in FY2027. It reauthorizes up to $3.8 million in unspent funds as of June 30, 2026 and adds $3.5 million in new capital money. The Arts Commission may keep up to 1% of the fund for administrative costs, which slightly reduces grant dollars. It also provides $50,000 to improve the agency’s website.
