The law provides $5,133,089 to cover health insurance costs for all full-time staff at public libraries in Mississippi. This applies for the fiscal year July 1, 2026 through June 30, 2027. It helps keep employer health coverage in place for eligible full-time workers.
For July 1, 2026 to June 30, 2027, the Library Commission may spend no more than $3,502,039 on pay and benefits. Of that, $2,490,676 is from state funds and $1,011,363 is from special funds. Within this, $3,311,820 is for salaries, wages, and fringe; $190,219 is vacancy funding; and progressions are $0. The agency may have 48 permanent jobs and 1 time-limited job. Money for Personal Services cannot be moved to other budget categories.
The law gives the Mississippi Library Commission $11,477,082 from the State General Fund for 2026–2027. It also authorizes $4,894,825 from its special funds. Of the special funds, $493,847 comes from the Education Enhancement Fund. These dollars support library operations and services during the fiscal year.
Public library systems get Personnel Incentive Grants paid in advance each quarter. Payments are due on or before September 30, December 31, March 31, and June 30. This regular schedule helps local libraries plan cash flow during the year.
For 2026–2027, at least $1,350,000 must be spent on the statewide MAGNOLIA database. In addition, $350,000 from the Education Enhancement Fund is set aside for MAGNOLIA (or as much as needed up to that amount). This keeps a baseline of funding for statewide online library resources.
When bids tie on price, quality, and service, Mississippi Industries for the Blind gets the purchase. The same preference applies when a purchase is made without competitive bids. This supports jobs for people who are blind.
The Library Commission must keep accounting and personnel records in the same detail as in fiscal year 2026. It must set fiscal year 2027 goals (for example, 1,150 help desk tickets resolved, 75 workshops, 100,000 children in summer programs, and 35,000,000 MAGNOLIA searches) and report results in its fiscal year 2028 budget request. That request must use the same format and detail as used for fiscal year 2027. No state agency may spend more than its appropriation, and officers can be held personally or bond-responsible for overspending.
