The law gives MDOT $1.565 billion for FY2027 (July 1, 2026–June 30, 2027). It divides the money: $1.069 billion for construction, $325 million for maintenance, $66 million for debt service, $65.1 million for administration, and $40 million for aeronautics and rails. At least $80 million must go to contracted maintenance overlay and pavement rehabilitation. MDOT can shift up to 10% between programs, but cannot raise administration or cut maintenance.
Beginning July 1, 2026, the law provides major project funds: $400 million for capacity projects, $40 million for infrastructure matches, $40 million for emergency roads and bridges, and $40 million for multimodal work. It also sets aside $75 million for Lafayette County and $50 million for DeSoto County infrastructure. MDOT sends $300,000 to the Southern Rail Commission, $450,000 for statewide litter prevention, $5 million to Public Safety for commercial transport enforcement, $650,000 to Agriculture for beaver control, and up to $300,000 to speed Project Poppy services.
Beginning July 1, 2026, MDOT can accept and spend up to $125 million in grants, donations, or contributions under DFA rules. It can also spend up to $30 million it receives as reimbursements for federal projects. MDOT may pay up to $30,418.28 for prior‑year bills. These tools help keep projects moving when outside funds are available.
For FY2027, MDOT payroll from special funds is capped at $195,429,310 with 2,706 permanent positions. $1,646,720 is set aside for salary progressions in four job families. Eligible engineers, maintenance, and construction workers can get up to $200 a year for protective footwear. MDOT can add up to $2,000,000 to its payroll authority with DFA approval and documented overtime. Vacancy funds may only fill approved openings, not raise current employees’ pay. These rules take effect July 1, 2026.
The law tightens project planning. MDOT must set a first cost estimate, keep it, and document and approve any changes. It must track engineer, attorney, appraiser, and other consultant costs. New highway segments under 10 miles need a public justification and notice to legislative chairs. MDOT must notify district lawmakers at least five days before award ceremonies, and event signs must credit the Legislature and show the four‑year term.
MDOT gives preference to Mississippi Industries for the Blind when bids tie or when buying without bids. MDOT may donate obsolete or broken cell phones to programs that provide free phone access for U.S. military personnel. These rules start July 1, 2026.
