Lottery prize payouts and spending limits

The law creates a Lottery Proceeds Fund in the State Treasury. The lottery must keep ticket money at an FDIC‑insured Mississippi bank and send net proceeds to the fund within 20 days after each month. At least 50% of gross lottery revenue must be paid as prizes. After the first 12 months, operating and administrative costs may not exceed 15% of gross revenue.

Lottery and betting money for roads

Beginning July 1, 2026 through June 30, 2028, all net lottery proceeds go to the State Highway Fund. During the same period, fees from sporting‑event wagers also go to the State Highway Fund. The money is used to repair, renovate, and maintain state highways and bridges. It must be used first to match federal highway funds from programs started after September 1, 2018.

New split of casino and betting fees

Beginning July 1, 2026, $3,000,000 each month from the sports‑wagering fee goes to a 2015 bond sinking fund; if less is collected, the deposit matches the amount collected. Through June 30, 2028, most gaming taxes and fees go to the State General Fund. Starting July 1, 2028, each month the Department of Revenue deposits gaming collections in the State General Fund, not including local government fees and not including up to $3,000,000 that goes to the bond sinking fund.

Lottery money for schools after $80 million

Beginning July 1, 2026, any Lottery Proceeds Fund deposits over $80 million in a fiscal year go to the Education Enhancement Fund. Money can support early childhood programs and classroom supplies. Starting July 1, 2028, up to $80 million a year goes to the State General Fund. Any amount above $80 million still goes to the Education Enhancement Fund.
