Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 1 costs, 2 mixed.

Up to 2% tax on Ripley hotels and restaurants

Ripley can levy up to a 2% tax on gross room rentals at hotels and motels with six or more rooms, and on gross restaurant sales. This tax is on top of other taxes. You must add the charge to the price and, when practical, collect it from customers at payment. You must file and pay the tax to the Mississippi Department of Revenue using its sales tax forms and rules. The city can only impose the tax after it adopts the measure and voters approve it.

Tourism use only, audits, and 3% fee

The state keeps 3% of collections to cover costs and sends the rest to Ripley by the 15th of the next month. The city must keep these funds separate from its general fund. It must spend the money only to promote tourism and to encourage retirees to stay or move to Ripley. A certified public accountant must audit the funds each year, and audit costs are paid from the fund.

Voters must approve tax, ends in 2030

Before any tax starts, the city must pass a resolution that states the rate and start date and call an election. Notice must run once a week for three weeks. The first notice is at least 21 days before the vote, and the last is no more than 7 days before. The tax can start only if at least 60% of voters who vote choose FOR THE TAX. The city must send a certified copy to the Department of Revenue at least 30 days before the start. This authority ends on October 1, 2030.
