Beginning January 1, 2031, the Fourth Circuit adds Holmes and Humphreys Counties. The district has two subdistricts: 4-1 (Washington and Sunflower) and 4-2 (Leflore, Holmes, and Humphreys). Four judges remain, with two elected from each subdistrict (Places One through Four). This changes where residents vote for judges after 2030.
Until January 1, 2027, the Seventh Circuit is Hinds County only, split into five subdistricts, including one for the Capitol Complex Improvement District. Five judges serve, one elected from each subdistrict. The senior circuit judge may order civil and criminal divisions for a Hinds court.
From January 1, 2027, to January 1, 2031, the Seventh Circuit covers Claiborne, Hinds, and Jefferson Counties. It has six subdistricts, including one for Claiborne and Jefferson and one for the Capitol Complex (using the July 1, 2025 lines). Six judges serve, one from each subdistrict.
Anyone running for a Fourth or Seventh Circuit judgeship with a term starting January 1, 2027 must file an intent to run by 5:00 p.m. on the fifth day after this law takes effect. If that fifth day is a weekend or holiday, the deadline moves to 5:00 p.m. on the next business day. Candidates must also meet the usual judicial qualifying rules in Section 23-15-977.
Until January 1, 2031, the Fourth Circuit is Leflore, Sunflower, and Washington Counties, split into four subdistricts. Each subdistrict elects one circuit judge. The three counties must share local court maintenance costs on a pro rata basis until that date. These rules decide where people vote for circuit judges and how the court is funded locally.
Starting January 1, 2031, the Seventh Circuit continues to cover Claiborne, Hinds, and Jefferson Counties. From 2031 to 2035, it has three subdistricts: four judges from Hinds (7-1) and one each from 7-2 and the Capitol Complex (7-3). From January 1, 2035, the district has two subdistricts and five judges: four from Hinds (7-1) and one from Claiborne and Jefferson (7-2).
