3 provisions identified: 0 benefits, 1 costs, 2 mixed.

Health department fee increases allowed

Beginning July 1, 2026, the health department can raise certain fees up to three times through June 30, 2029. Each raise can be up to 33 1/3% of the fee in place at that time. An advisory board must recommend any increase each year. This covers food permits, on-site wastewater fees, and related licenses and registrations.

New food permit and water fees

Beginning July 1, 2026, annual food permit fees are set by category: $40, $132.25, $198, and $264.50. The private water supply approval fee is $10. Public schools, public junior and community colleges, and state agencies or institutions do not pay the food permit fee. Licensed foster homes do not pay the $10 water fee. Future changes must follow the state’s fee‑increase rules.

On-site wastewater fees and installer rules

Beginning July 1, 2026, a soil and site evaluation costs $150 per evaluation. Installer and pumper certification is $225, due once every three years. Manufacturers register for $450, due once every three years. Installers must apply, finish department training, pay the fee, and keep required liability insurance. State agencies and licensed foster homes do not pay these fees. Any later increases must follow the state’s fee‑increase rules.
