New fund for Ross Barnett upkeep

The law creates a State Treasury fund for the Ross Barnett Reservoir called the Dredging and Maintenance Fund. The Pearl River Valley Water Supply District Board manages it, and the Legislature must approve spending. Money pays for dredging, debris removal, and shoreline erosion prevention.
