Beginning July 1, 2026, nonadmitted policy fee revenue is split each year to support public safety. $500,000 goes to the First Responders Health and Safety Trust Fund. $12 million goes to the association. Remaining excess is split: 40% to the FIRE Grant Fund, 30% to the Municipal Fire Protection Fund, and 30% to the County Volunteer Fire Department Fund.
The law creates a Length‑of‑Service Award Program (LOSAP) for volunteer firefighters. The state pays into your LOSAP account, up to $500 each year, starting July 1, 2026. You can receive your allocated funds when you withdraw from the program. A LOSAP Board sets the point system and rules, and a state fund invests the money. If you or your department fail required filings or audits, you cannot get LOSAP money until you fix it. The LOSAP law remains in place through July 1, 2030.
The law creates the FIRE Grant Fund on July 1, 2026. Cities and counties can get truck grants up to 50% of the price, or up to 70% if they have never had the old rural truck grant. Counties can get up to $100,000 for first‑ or second‑year costs to start a countywide fire program that meets set coverage or consolidation rules. Recipients must buy or order the truck within 12 months or return the money. A 1% administrative fee applies. Money that used to flow to old rural fire funds now goes into this fund, and unobligated balances move by July 10, 2026.
Starting July 1, 2026, the Fire Equipment Grant Fund helps cities and counties buy safety equipment. A grant can pay up to 70% of the equipment’s price. Recipients must buy the equipment within 12 months or return the money. The Department may keep a 1% administrative fee from grants.
When the state rates a community’s fire service, it now looks at mileage, condition, and maintenance. Age is no longer the main factor. Maintenance must follow NFPA 1900 standards. This change starts July 1, 2026.
Effective July 1, 2026, the Rural Fire Truck Acquisition Assistance Program and its supplementary program are repealed. The Annual Fire Fund is also repealed on that date.
The law creates a FIRE Grant Committee to advise on scoring and rules. The Department must follow the same criteria when it awards grants. Applicants must have a Fire Rating Plan on file with one‑year and three‑year steps to keep or lower ratings. Apply before May 1 for awards in the fiscal year that starts July 1. The committee recommends by July 1, and the Department decides within 90 days.
