Qualifying inmates keep parole pathway

Mississippi keeps its prison overcrowding law in effect through June 30, 2029; it is repealed starting July 1, 2029. The law lets the Governor declare an overcrowding emergency after the prison population reaches 95% of operating capacity for 30 straight days and required reviews are completed. During an emergency, parole eligibility dates for qualifying inmates can be advanced; people convicted of specified serious violent or sexual offenses, deadly-weapon offenses, or habitual offenses are excluded. Earlier eligibility does not guarantee parole or release.
