Beginning July 1, 2026, housing authorities can use mixed public and private money to develop housing. The law defines mixed‑finance projects, including those using low‑income housing tax credits and projects that give the authority a first option to buy under a federal tax credit rule. Authorities can own, run, or help these projects and give grants, loans, guarantees, or other financing. Two or more authorities can also work together, let one act for another by resolution, and set up executive committees.
Beginning July 1, 2026, entities tied to housing authorities that do mixed‑finance projects can form insurance pools. They can share money and admin work for insurance, reinsurance, or self‑insurance under state law. This helps manage risk and can lower costs for those entities.
Beginning July 1, 2026, housing authority commissioners, directors, and supervisors get the same legal protections as their authority. The protections also cover people in entities the authority forms or joins for mixed‑finance projects. These protections apply only when they act within their official duties.
