Districts can form regional service agencies

Starting July 1, 2026, twelve or more school districts can form a regional nonprofit service agency with 501(c)(3) status. A public advisory board of superintendents elects a board that hires an executive director. The agency can offer teacher training, curriculum and technology support, shared purchasing and insurance, and business services, and can contract with colleges. All services and large purchases must be publicly bid; invite‑only bids are not allowed. The State Board of Education may fund or contract with these agencies for education services.

Workforce training laws extended, with sunsets

The law extends parts of Mississippi’s workforce training and education consolidation laws. Sections 37-153-1, 37-153-3, 37-153-5, 37-153-7, 37-153-9, 37-153-11, 37-153-13, and 37-153-15 are set to repeal July 1, 2026. Sections 37-153-1, 37-153-3, 37-153-5, 37-153-7, and 37-153-15 are set to repeal July 1, 2029. These timing changes, effective July 1, 2026, keep the statewide workforce structure in place for planning and program delivery until those dates.

Incentives for student job certificates, with limits

Beginning July 1, 2026, public schools get $600 for each enrolled student who earns a qualifying industry certification. The money goes to the school and can pay exam fees, teacher training, student support, and access activities, but not basic CTE operations or equipment. If statewide awards exceed available funds, the $600 is reduced across all students; costs from one year can be reimbursed the next year. A qualifying certification must link to a job paying at least 70% of the state median income, or stack to one that does. Certifications must be nationally recognized and meet an economic need, a high‑demand job, or an emerging job. Each year the workforce board gives the education board the list of qualifying certifications, and districts get notice when it changes.
