End dates set for workforce laws

The law sets end dates for parts of the state’s workforce laws. Sections 37-153-1, 3, 5, 7, 9, 11, 13, and 15 repeal on July 1, 2026. A related provision also schedules Sections 37-153-1, 3, 5, 7, and 15 to repeal on July 1, 2029. Those listed sections remain in force until the listed dates.

Temporary contracting break for Environmental Quality

The Department of Environmental Quality may use certain personal or professional service contracts without normal procurement review to carry out listed duties. This exemption ends July 1, 2028.

Workforce Office gets contracting flexibility to 2029

The Office of Workforce Development keeps exemptions from normal procurement rules through December 31, 2029. The exemption covers renting or leasing property, and agreements for equipment, training, recruitment, construction, and renovation. Other purchasing rules still apply outside these areas.

Centralized bidding for big service contracts

Beginning July 1, 2024, the Department of Finance and Administration runs bids for personal and professional service contracts over $75,000. It covers the Department of Marine Resources; Wildlife, Fisheries and Parks; Emergency Management; and the Development Authority. These agencies now use DFA’s process instead of their own. This rule ends June 30, 2027.

Workforce Office moves, reports due November 1

The law places the Mississippi Office of Workforce Development inside the Department of Employment Security. The board’s compiled data and the Office’s annual report are now due by November 1 each year, not October 1. Reports go to legislative committee chairs.
