Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Families use local child welfare offices

Beginning July 1, 2026, local Child Protection Services offices run most child welfare services. Services run by the Department of Human Services are not included. The commissioner sets rules and reporting and must approve work with other agencies. In any county with a local office, the county must provide adequate, habitable office space. Families in those counties go to these local offices for help.

Counties split costs for child protection offices

Beginning July 1, 2026, Child Protection Services can lease county space for local offices. The fair market rent is set, and the department pays the federal share of that rent to the county. Electricity, water, gas, internet, and janitorial costs are split: the department pays the federal share, the county pays the rest. The county is responsible for all maintenance and repairs because federal funds cannot improve real property.
