The law defines what counts as postsecondary attainment and sets "credentials of value" tied to high‑growth, high‑wage jobs. It requires the state data system to share data with the council. Starting in 2027, the council must release a public annual report by November 1 each year. The report goes to the State Workforce Investment Board, the Lieutenant Governor, the Speaker, and the Governor. The council also keeps a public dashboard that tracks the attainment rate. Definitions and duties start July 1, 2026.
The law creates the Mississippi Postsecondary Attainment Council on July 1, 2026. It has 26 voting and 6 ex officio members from education, business, and state leaders. Voting members may send a designee who can vote. The council elects a chair and vice chair each year; a chair may serve only two terms in a row. An executive committee includes higher‑ed, K‑12, workforce, and two business leaders. The council cannot take over duties of existing agencies. The law also repeals the prior Education Achievement Council.
The Office of Workforce Development staffs the council, with help from higher‑ed boards, the state data system, and private partners. The Legislature may fund the council’s administration, contracts, and travel; no dollar amount is set. Legislative members receive per diem and expense pay under state law. Nonlegislative members are unpaid but can be reimbursed for needed travel. These rules begin July 1, 2026.
