Beginning July 1, 2026, Mississippi creates the Small Municipalities Federal Match Fund. Money and any interest stay in the fund from year to year. A small municipality has fewer than 10,000 people by the latest federal census. Small municipalities that receive discretionary federal funds get state matching help at a 20% non-federal share with 80% federal. The 20% can use state dollars from this fund and/or local dollars from the municipality, with up to $200,000 per municipality each fiscal year. The Department of Finance and Administration disburses the funds.
Beginning July 1, 2026, the Department of Finance and Administration can be repaid for oversight costs. Repayment comes from the fund and cannot exceed 1.25% of amounts appropriated. By January 5 each year, the department must report its costs and all disbursements. The report goes to the Speaker, the Lieutenant Governor, key committee chairs, and the Governor.
