Gulfport gets donated land, utilities and minerals kept

Beginning July 1, 2026, the state donates two named parcels in Gulfport to the city. The city can use them for public use or offer them for private sale. Existing utilities on, under, or above the land stay under the utility owners’ control, and the city cannot force a move without agreement. The state keeps all mineral rights. If the city chooses to sell, MDOT has the first chance to buy. MDOT can correct legal descriptions to complete the transfer.

State can sell listed properties at market

Beginning July 1, 2026, the Mississippi Development Authority can sell, lease, or dispose of listed tracts in Lowndes County and Columbus. Any sale price must be at least the average of two certified appraisals, with one appraiser chosen by DFA or MDA. MDA may pay closing and title costs needed to complete deals. Sale proceeds go to the Existing Industry Productivity Loan Program Bond Sinking Fund. DFA and MDA can correct legal descriptions to avoid delays.

State gives Ridgeland land, keeps minerals

Beginning July 1, 2026, the state donates a 3.2393‑acre MDOT parcel in Ridgeland to the city at no cost. The state keeps all mineral rights under the land. MDOT can fix any mistakes in the legal description to complete the transfer.
